Oulook Calendar refuses to sync with iOs from my iphone.

My iCloud calendar refuses to sync with Outlook. Also my setup for ICloud for windows has an unknown error and will not setup completely. I wonder if this last issue is what creates the first. I am trying to get it to accept the calendar from my iPhone.

Am using a refurbished Dell 5060 with SSD and 16 Gb and Windows 11 if you must know.
