Locked of new Mac mini not setup as administrator
How can I restart the setup of a new Mac Mini?
Not set me up as administrator and can’t access?

Since you are not an admin user, it is unlikely you can use the quick & easy first option "Erase All Content & Settings", but you can certainly try it. You will more than likely need to go to the other option in that Apple article where you use Disk Utility to erase the disk followed by reinstalling macOS.
