Playlists transfer only through Apple Music Sync Library (for streaming playlists) or device-to-device transfer/USB sync (for local playlists). If Sync Library is off, the Apple ID changed, or the playlist was stored locally on the old phone, the playlist will not appear. Enable Sync Library, refresh the Music app, or resync from your old device or computer to restore it.
