Apple offers me to download incompatible macOS
I use 2017 iMac, the latest MacOS that it can run is Ventura, but somehow I can download and use Sequoia. How is this possible!?

It should not be possible.
I assume that you did not install any of the software that exists to allow running versions unsupported by Apple, right? Most likely, if you were to proceed, you'll end up with an alert to the effect that "this version cannot be used in this mac".
Post the free EtreCheck report using the Additional Text option when posting. It is possible you have a third party extension installed that would not be recommended. The report contains no personal information.
