when am pressing new iCloud term and condition to continue it says it action cannot be completed at this time and the access to InstA and WhatsApp all the apps the photo and camera access is not available option is not showing in my phone can it be resolved?

As older software versions are unable to accept the new T & C, if you are unable to update to a recent OS version, seems Apple allows us to continue using iCloud without accepting the T & C.

The current System Requirements for iCloud mean you may not be able to use some newer iCloud features,
as some new feature-requirements just surpass the capabilities of older hardware or software.

So older software can generally still do many of the usual things on iCloud, as before:
