My Apple Account restricted on iPhone 14 Plus

Why is my Apple Cash account restricted on my iPhone 14 Plus?? After I have been using it just fine well over a year, and recently I tried to pull money off someone’s card with their consent bc they owed me, the transaction was declined and then my account was restricted.
