Mac Passwords app not syncing with iPhone after OS reinstall

My iMac hard drive recently crashed so I had to reinstall Mac OS. Currently running Sequoia 15.7.2. It's an 2019 27 inch Mac so I was told at the Apple Store this is the latest OS that my machine will take. The problem is my passwords store on the Password app on my iPhone are not synching with the Password app on my Mac. When I go to Apple menu  > System Settings > iCloud, Passwords is turned off. When I try to turn on Sync this Mac, I get the following: Your Apple Account settings need to be updated so this device can use end-to-end encryption.


What do I need to do to enable synching of my passwords across my Mac and iPhone?

This message means you need to enable Advanced Data Protection for iCloud to use end-to-end encryption for your Apple account data, and you must update your Apple ID settings and ensure all your devices meet the software and security requirements.


You can do this by going to System Settings > your name > iCloud > Advanced Data Protection and following the on-screen instructions to set up recovery methods.
