These are so many variables in that statement that it would take considerable time to look into it.

Remove the Email account from Mail and re-add it

If you have a VPN on the phone turn it off

You didn't mention anything about if this on wifi or just cellular

If it is on WiFi you could try resetting the the Network options on the iPhone

Go to General>Scroll to bottom>Transfer or Reset iPhone>Reset>Reset Network Settings

Reboot your Router and make sure that the firmware is up to date on it.

thanks, this is when on Wi-Fi and is intermittent. Often my iPad receives the mail immediately and it takes a while for the same emails to download to the phone (I can literally be sitting right next to iPad with my phone and it takes a while to download to the phone and its already on the iPad). i will try rebooting the router. I've been thinking about that--except wouldn't it effect the iPad also?

It could be the antenna on the iPhone isn't as strong as the iPad's. It also means that the email server is also trying to send the same message twice to two separate devices on the same internet connection.
