Hello~ Don’t buy them as they can’t be unlocked by Apple or anyone else…no matter the promises for a fee that some may make. The “receipt” from a police auction is useless and will not be honored by Apple. The only person/s that can unlock them are those that set them up originally.

The only thing the auction receipt shows is you bought a lost or stolen item. That's why they're locked. You have two paper weights, and that's all they'll ever be to you. Return them and get your money back if you can. Otherwise, all you can do is responsibly recycle them.

The police should also know better than to sell anything like that. I can't believe for even a moment they aren't aware no one can use those devices.

iMessage issues

Hello and welcome!

I’m fairly sure an iMessage issue isn’t related to the Activation Lock mechanism being discussed in this thread, so this is probably not the best spot for a new and different question.

Please use the Ask the Community link at the top center of this webpage to start your own new thread, and please also provide some details about the particular iMessage issue, any errors shown, and what you have already tried.

”iMessage issues” isn’t much to build an answer around.

I’ve set things so that I’ll see your new posting too, and can try to get you to an answer. And again, welcome.
