Why doesn't the iPhone emoji have the Kurdistan flag?

Apple is not in charge of creating emojis. That honor falls to the Unicode Consortium.

There is an emoji codepoint for it and everywhere else which has an ISO-3166-2 code, but very few of them actually have emojis because of limited device capacity. If it matters, which of these get implemented is up to the font creator, not the Unicode Consortium.
