My Mac's Photos app is stuck on “Finding People”. Even though I have a couple of thousand photos already tagged with people. The photos app did display people at some point, but I believe the issue started when I turned on iCloud photos option in the settings. How can I fix this?

I'm not sure what you mean by "stuck." "Stuck" usually means making no progress, and unable to do anything else. Is that the case?
If Photos is re-scanning, then that can take a couple of weeks. To avoid slowing your work, Photos won't do much scanning while you're using it. It works best if you keep the MacBook plugged in, turned on, and without having Photos in the foreground.

Thank you for your reply. This is what I mean by "stuck." It's been more than a few days and like I mentioned, a lot of photos already have faces recognized. My iPhone has people and some of the new photos synced up from my mac to my iPhone.
