Thanks, so 'before' was a long time ago. If ever, I don't recall that System Settings/Preferences ever really went full screen on macOS, though the Settings app does on an iPad (and even that's now optional with iPadOS 26).
If you are speaking of System Setting and hit the Green Button in the Top Left
It will grown Vertically but not Full Screen
Tested on M4 Desktop with Tahoe 26.1

When was before? Not in Sequoia, clicking the green dot there just maximizes the vertical dimension, it does not fill the screen.
Just top add, it didn't expand to Full Screen in Ventura.
Welcome. Nor do I but I rarely ever use Full Screen.
