How do I make it so my photos on my phone are deleted, but my iCloud is not deleted? And why does it always say within 30 days? The photo will be deleted in 30 days from the iCloud.. how do I stop that?

Sorry that is how syncing with icloud works, what you do on one device reflects on the other, read here Set up and use iCloud Photos - Apple Support .
To do what you want is to download the google photo app, once it is backed up there, you can safely delete it off your phone and still be on google photo app.
Make sure you are using the Optimized Storage for iCloud at Settings > [name on top] > iCloud > Photos, so you are not saving the full size photos on your iPhone. That way your iPhone storage is automatically managed by only using the smaller thumbnail version until needed to save storage space on your phone. Syncing with iCloud means that when you delete a photo on your phone it will also be deleted in iCloud.
