iPhone messages not syncing to Mac: Communication Limit

Not able to see messages received on iPhone Message app on Mac Book Pro. Able to see messages on iPhone but not in Mac Book Pro. in Both iPhone and Mac Book Pro iCloud Messages are open. Below message on Mac Book Pro Screen. "Communication Limit. Number is not in your contacts. Your screen Time Settings only allow you to communicate with Contacts." I have changed the settings to messages from every one, still not able to see messages. Please advise.
