It seems that you are doing a right click instead of a left click.
What is your mouse? If it is an Apple 'magic mouse', by default you get a left- or right-click depending on where in the mouse you click; but you can adjust your settings so that clicking anywhere does a left-click. The effect of a right-click can always be achieved by control-clicking (holding the control key down when you click).

First, the current version of Sequoia is 15.7.2. Not sure what your question is. If you right click macOS will open a contextual menu as designed.
