No buttons/screens to set up Apple One Family Members

I just signed up for Apple One Premier. My phone shows Family Sharing is on. However, I can't find where to set up my family so that I can share with my three kids that have apple IDs. There is no button to set up or add family members.

Watching a video on YouTube I see there is supposed to be a button called Family Sharing. My button only says Family. When I click on it, it shows me as the Organizer, so I should be able to manage family members but there is no button/screen to allow me to do this.
