Opening Safari pages in tabs rather than new windows--stopped working

In Safari > Settings > Tabs on my M1 iMac 24" , setting "Open pages in tabs instead of windows" to ALWAYS was working for a while. But over the last few weeks it stopped working. Now when I click on a web link in Mail, it opens a new Safari window rather than a new tab on the already-open window. Any thoughts? Using Safari 18.6 on MacOS Sequoia 15.6.1. Here's a screenshot of my Settings.

First update to Sequoia 15.7.2 which includes bug fixes.


Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?


Give this a try: boot into Safe Mode according to How to use safe mode on your Mac , make sure Safari's settings are to open pages in tabs and test to see if the problem persists. Reboot normally and test again.


NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following; 

Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

Deletes font caches, kernel cache, and other system cache files


NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

I think I figured out what's happening. Let's say I have only one Safari window open--which is what I try to do. When I click on a web link in an email, if at the time I do that the current open tab in Safari is in the regular main Safari window (not sure what it's called--the default top unnamed set of tabs) then the new web page will open in that regular window.


If, however, the current open tab is in a Tab Group, then clicking on the web link in an email will open up a new Safari window.


I guess that kind of makes sense. Safari is confused about where you want the new page to be opened--does he want to open it in the current tab group or not?--so it settles on opening up a new window.
