Edits to shared Notes not syncing, showing spinning wheel

I shared a note with my daughter. When she edited the note all I can see is a spinning wheel. She can see the edit. I have restarted and checked storage. She is also on shared family iCloud with plenty of storage. She has a 15, I have a 13 (both updated).
