Can't setup/pair new Apple Watch Ultra 2

New Apple Watch Ultra 2 can't pair or setup with my iPhone 13 Pro Max. iPhone software is current. 26.1. Reset Apple Watch. When the setup screen gets to the simulation that says "Put Apple Watch and iPhone close together. The iPhone never detects the Apple Watch. And then it just starts up to the watch face screen. The phone can connect to the Apple Watch in the Bluetooth settings but still nothing happens. There is no software update option, and no wifi setting option in the Apple Watch settings. I've tried 3 different iPhones and the same thing happens. Neither can set up the Apple Watch. Please help me.
