Image Capture on Mac broken since updating phone to iOS 26.1

I'm running Catalina 10.15.7 on my 2013 iMac and Macbook air, ever since updating my Iphone 14 Pro to 26.1, when I connected the phone via usb to download photos with image capture, image capture only loads -some- of the photos on the phone. And even more odd is every time I connect, it's a random sampling of photos.. it could be 3000 photos one time, 1000 the next, 5000 the next, and eventually if I plug/unplug enough times I'll eventually get the total 9,317 library.. but then unplug and replug, and it goes back to a random number right after. On my other Macbook air M1 running Sequoia 15.7.2 there is no issue
