When you plug in an external drive it appears in the files app. Here, my Crucial drive is plugged into my iPhone 16's USBc port:

and it shows in the Files Browse menu.

In Photos, you can select pictures, Share, and choose Save to Files. In the (often missed) Options section at the top of the Share Menu you can make some choices about the format of your saved file, and whether to include captions and location.

Any quality drive will do. There are some flash drives that might work, but I don't find them reliable enough to use for anything but quick transfers. I use fast SSDs, but they cost about $80/TB. I've seen a 512GB SSD for $45. But most important: buy good quality-- Samsung, Crucial, OWC, SanDisk. If you like Amazon, that's an OK place to find them.
