Photo in Message app opening in Photo?

Since on Mac OS 15.7 (15.7.1) when I look at a photo (.heic) in the Message app, the top right corner gives me Photo to open and not Preview. When I drag the Photo on the Desktop and doing there, it does give me Preview and in the Info of .heic files I have "open with Preview". Why does the Message app behave differently and how can I change it back to Preview?
