new number, messages sending RCS/SMS/green

i got a new number and my messages are sending green to certain people only, the rest blue. i tried toggling the iMessage button, updating the # in messages, restarting my network settings, restarting my phone, etc.-- no use. what else can i do? should i contact Apple or TMobile??
