As Yer_Man says, this is very confusing. Perhaps you have a Photos Library of jpgs?
In any case, PDF means a print document, so you can generate a pdf file by using the Print dialog on a Mac from pretty much any app. For instance, in the Photos app, I've chosen to make a contact sheet of pictures, and I've chosen "Print>PDF>Save as PDF" to get the pictures to a PDF file.
You can use "Save as PDF" from any print dialog on the Mac.

Library? Is this a Photos Library? The library of some other manager? Or just folders of images in the Finder?
Why do you want to convert to pdf? Jpegs are just as easy to print. Can you clarify?
