Unfortunately I lost photos from 3 years. They are not in iCloud, I'm worried about it because it's been 30 days already. Is it still possible to return them? Or should I say goodbye to them? Can they do something about this?

It sounds like you know about the "Recently Deleted" safety feature, and unfortunately there just isn't any additional 2nd tier super safety. I'm afraid that , like razmee209 implies, if you don't keep your own backups to an external drive, then there really isn't any place else to look.
