We do not know he answer in your case. It is not all up to Apple. Seems it is sometimes the government of a country that doesn't allow all international transactions to take place ? Financial institutions, like banks etc.,are also involved. Not all countries and regions are the accepting kind, when it comes to overseas purchases, and sending money out of the country.
Apple's World-wide List: Availability of Apple Media Services - Apple Support does not list Timor Leste at all.
