Daughter’s in app purchases limits

My daughter has her Apple account attached to my payment details. In her screentime settings, in app purchases aren’t allowed and previously if she has wanted anything (eg Robux or whatever) I have untoggled the in app purchases to “allow” then put it back when she is done. This has always worked fine for us.

However just now when we did this, she was able to make an in app purchase when “don’t allow” was switched on!

I trust her not to take the mickey but am not happy about it being so easy. Any ideas why this might be happening? I’ve attached the screenshot of the settings when she was able to make a purchase. Thanks.
