Reinstalling music after offloading for storage

Ugh! I was looking at options to gain space on my iPhone and I saw that music was taking up most of my storage space. When I was looking further into it I thought oh ok I’ll just uninstall so I can transfer more stuff off and then reinstall.. but nope, just the circle of doom and a no other options. My icon on the main screen is faded. I signed into iTunes, I changed my password, and I even added a recovery. Still no music! PLEASE HELP! Oh I should mention I only have a Chromebook, and my iPhone is a 15.
