iMessage activation not working on new iPad Air 2 with iPadOS 15.8

I just got a new ipad air 2 and signed in everything else works find but I can't get facetime or iMessage to work

Searched everything on internet tried everything and it didn't work, said to wait 24hrs I did and still nothing. If anyone can please help. I'm on iOS. 15.8. I also can't toggle on and off iMessage because it doesn't have a way to unless you sign in
