Attempting to back it up generates the message “This iPad cannot be backed up because there is not enough iCloud storage available.” I have 8TB of iCloud storage, with only 840GB used. My old iPhone 16 Pro and my new iPhone 17 Pro are backing up without issues.

Turns out it was the 43GB Wikipedia file that Kiwix uses for offline access. Adding it to my phone also caused backups to fail. Backups including that file did work before iOS 26, however.
As far as I know (but I can be wrong), if you have 8TB iCloud storage, it’s a combination of 2TB storage from Apple One Premier plan and 6TB from the iCloud+ plan because Apple does not offer a 8TB iCloud + storage plan. If that’s the case, it is not a single plan and I wonder if this causes the problem. Also, if you use this combination, it’s more expensive than a 6TB or 12TB plan alone

Are you meaning the backup provided in Settings>[name]>iCloud>iCloud Backup?
Do you use iCloud Photos, or iCloud Drive, which are not included in this?
Is this different from what you do on your phones?

At least in the United States, Apple does not offer an 8TB iCloud+ plan. They offer 2TB, 6TB, 12TB.
Nevertheless, it exists.
Installed iPadOS 26.1. Didn’t fix the problem.
Correct. I do use iCloud Photos and iCloud Drive. Everything is the same on my phone, which backs up every night.
