I have two iphones with same account and I took photos from one when they were offline. when i connected in the internet both iphones synced and the iphone I took photos disappered some pictures. someone knows how to recovery it?

If the phones are both connected to iCloud Photos, then they both have exactly the same pictures on them. But one of the phones might be sorting the pictures differently than the other. In the Library view, try changing the sort between Recently Added and Recently Created to see if you can see the "missing" pictures.
You can also look at Utilities>Recently Saved to get a different view.
