Passwords are synchronized across all three devices EXCEPT for wifi

Hello everyone. I have the following problem. I transferred data from an iPhone 15 Pro Max to an iphone Air, and I also have an MB Pro. Keychain is enabled on all devices. Passwords are synchronized across all three devices EXCEPT for wifi. Wifi passwords sync only between the 15 Pro Max and the MB Pro. The Air does not pull wifi passwords. Any ideas what might be causing this?
