Location sharing discrepancy between husband and son in Messages app

So I share my location with my son and my husband I can go to messages click on his name and it’ll show me in that information where he’s at, but if I do that for my husband go to Messages click on his name. It just keeps spinning and says can’t find location. What is the difference?
