Missing health data - List of icloud back-ups

I accidentally deleted all of my weight data for the past 10 years from health app. I erased my iphone and loaded a back-up from before I made this mistake. However the weight data never came back. Stuck with what to do. I cant seem to find a list of back-ups of my phone on icloud, itunes or on my device so I am worried about erasing and restoring again as there potentially is no back-ups. All health data is set to save to icloud also.

Does erasing your phone and restoring using a back-up overwrite your list of backups. Meaning what was a back-up is now your current phone set up and so you "used" that set of back ups and now the list is empty ?

Is there any way to see a list of back ups with dates and times other than when you erase your phone and select restore from back-up ?
