Transferring iCloud photos from a permanently disabled apple account to a new one.

I have a disabled apple account where i cant log into anything, download any new apps, airdrop or export iCloud photos/videos. I already have my phone's internal photos added to my new account, but how do i get my iCloud photos from the permanently disabled account to my new one? Thanks a ton!
