Upload file dialog in Safari opens oversized and cannot be resized on macOS Tahoe

When attempting to upload a file in Safari (for example, when clicking an “Upload” or “Choose File” button on a website), the Finder-style file picker window opens much larger than the screen. It even pushes out the Safari window out of the way to make space.

The window cannot be resized or moved properly, making it difficult or impossible to reach the confirmation buttons (“Cancel” or “Open”).
