Recovering lost documents after macOS Tahoe

I lost a lot of documents when updating to Tahoe. Which has never happened before. How do I get these back?

The usual way is to restore them from a Time Machine backup.

It's not normal for documents to simply go missing. Did you enable Desktop and Documents in iCloud?

Can you explain, what is the reason of such "thingy" to happen? Should I expect it during every update since now? I never experienced that before, neither I feel it to be okay that you mess with my files during the system update. Is there an official position of the company regarding this matter? As I can see, multiple users experienced it and Apple did nothing to fix the issue during almost whole last month. Does it mean you do not consider it to be an issue at all?
