MacOS Tahoe Cmd + Backtick not working only with Safari

After upgrading my computer to MacOS Tahoe, the Cmd + Backtick doesn't work on Safari but it works properly with other Apps like Chrome, Brave, Finder. The interesting part is that works properly using:

1. Cmd + Shift + Backtick.
2. If I enable the Stage Manager (which I don't want to have enabled it).
