You need to login first using your password, before the touch id can be used. This is not new.

After you have logged in, if you activate the lock screen, you should be able to use touch id to unlock it, but actual login always requires the password.

You did not indicate which model of Mac you have. With some of the Intel laptops (and some Silicon models as well), it has been reported that when waking from sleep, sometimes there is a delay of maybe 3-5 seconds before the touch ID is offered. I see this on my 2019 MacBook Pro 16" (Intel). It initially presents only the "enter password" option but after several second then it indicate "password or touch ID" and either works.

When restarting, however, as Luis indicates, the password must be entered.

The text "Password or touch ID" is displayed after minutes, never immediately.
Before the update, it was immediately displayed and log in was possible with touch ID always.

On my 2019 MacBook Pro 16" the "delay" is between 5 and 7 seconds, I timed it to see. "Minutes" seems excessively long (others have also reported waiting for ~ seconds before the Touch ID option is presented), maybe there is a different issue you are experiencing.

What I see is: first, only option is to enter password; then the user images flash off and on a few times and both the password as well as Touch ID options are offered and either works. The delay before Touch ID is offered as an option is 5-7 seconds for me.
