Unable to custom reorder my albums

I have an iPhone 15 Pro Max and IOS 26.0.1 and the custom reorder feature is not working. I have my photos carefully organized in Albums within Folders. I am no longer able to move the albums. I will press and hold an album until it cycles through the option menu for the album and the album is ready to be moved. But at this point the thumbnail and album name disappear and there is just a blank slot that I can move. The other albums move to make room for the custom reorder, BUT when I release the new order does not hold. This seems to be a new issue since the IOS26 upgrade or whenever the Photo app had the big overhaul. Anyone know if there is a trick to make it work?
