Favicon not showing on bookmarked websites in Safari

I have been experiencing a persistent issue for as long as I can remember, where Safari does not display icons for bookmarked websites. Most websites don’t show an icon, though some do. The behavior is inconsistent: On my iPhone more bookmarked websites have an icon than on my iPad or Mac. If there should be a sync feature, it doesn’t work.

This is quite frustrating, as Safari displays small favicons in the tab bar for all these websites. Removing and adding them again does not solve the issue. I also have issued multiple bug reports over the years using Apples feedback channel.

I would appreciate any tips on how to restore them.
