iPhone not saving texts to iCloud and disabling location sharing for child account

My daughter lost phone privileges in May. We are thinking about allowing her access again however the phone won’t allow her to save text messages to the cloud and will no longer allow her to share her location with me, I created the “family” for her child account. No matter what settings I update on through my phone or hers I am unable to make changes. How can I fix this?
