With the latest update, iOS 26.0.1, the right hand top corner of messages has different categories. One is transactions. The badge will not disappear. It used to read 1 all the time, although there were no messages. As of this morning when I got another transaction message, it reads 2. I deleted everything in transactions, but it won’t disappear.

This actually worked. If you ask Siri to "read unread Transaction messages," it will clear the badge.
I am having the same issue. It is ALWAYS a text from my bank regarding transactions... and I can get it to go away via asking Siri to read messages. Not sure if this helps, but I have been having this issue since upgrading to iOS 26.
The forced restart suggestion did not fix this issue for me.
This did not solve the issue. I now constantly have a badge within messages that says I have 3 "Transaction" messages to review. And when I open Transactions...nothing. It's empty.
