Locally stored ipad notes erased after syncing

i noticed my iPad notes weren’t syncing with iCloud and turned syncing on after that all of my notes that I created that weren’t syncing with iCloud disappeared. Or if I had shared the notes with my iPhone, it restored itself to the iPhone version erasing anything I edited on iPad.

I don’t have enough iCloud storage so my iPad wasn’t backed up. Is there anyway to fix this?!
