I'm setting up a new iPad using 26gb of icloud data. It's been over 5 hours. Tried various trouble shooting. I don't know if I should try a restart or just keep waiting.

Thanks for the reply. I was setting up brand new iPad and knew the old one was backed up. I figured starting over was better than waiting overnight and that wasn't the issue. It actually went pretty quickly after I did a restart. And I just saved downloading the photos I wanted originals of on new iPad for later.
I restarted and finally got the through the process.
Thanks for letting us know! It's always scary to do a re-start in the middle of something, but I'm pretty impatient. Luckily, I have backups of most of my stuff, so I feel free to take chances. But I don't feel free to advise others to do it!
