Disabling photo sync between iPad Air and iPhone 16

I just bought the new iPad Air 3. I do not want it to sync with my 16 iPhone. I have a lot of pictures and things I don’t want to share on it. Is there a way to turn syncing off my iPad? I only like to use that for bills

Don't turn on iCloud Photos on the iPad (or turn it off if it is already on). See: Set up and use iCloud Photos - Apple Support

If there are other things you don't want synced on the iPad, don't turn them on (or turn off if already on) in the iPad Settings app > [username] > iCloud > Saved to iCloud section.
