iCloud storage not updating after deleting 1.9 TB of photos and videos

I deleted about 1.9 tb of photos and videos and it’s still reporting that I have 1.9 tb. How can that be if I just deleted a huge chunk of my camera roll. I deleted everything from the recent deleted folder over 1.9 TB of stuff and it’s still reporting it’s there but it’s all gone off my phone.
