How do I turn off that feature where the blur feature comes on when using the clean up tool

If you're referring to the pixelation used to hide faces,
then the trick is to zoom in to the small part you want to fix. If you have the whole face showing, the it will pixelate.
It's weird, though-- I just tried it and I don't get the pixelation at all. iOS 18. Hmm…
