Trying to use 16+ apps, but failing even asking for exception

I seem to request my parents for Chrome and Google because of the new ask for exception option that’s only after three days of it glitching out it just automatically uninstalled itself. It’s still there, but I can’t use it because it keeps saying restrictions are on please help Apple
