Child's screen time not showing up on parent's iphone

I just took over as the parent/guardian of my 13 year old's iPhone. I have successfully set up screen time limits but I cannot see her usage or data. When I click on screen time and then "see all app & website activity" it shows zero use and says that it last updated on Sept 24, 2025. I have tried turning both of our phones on and off. I have updated both of them. I have confirmed that she is on iCloud. How do I troubleshoot this?
